The Texas Juvenile Justice System provides various rehabilitative opportunities and supervision services for youth offenders. State agencies such as the Texas Youth Commission work to ensure that youth have a chance to successfully reestablish themselves back into society. However, without the appropriate services and supervision for youth released from the system, that reestablishment process proves to be ineffective. An ineffective process may lead to higher recidivism rates and reoccurrences of antisocial behavior for those youth offenders. This report evaluates the current aftercare policies and services provided for a youth once he or she is released from a Texas Youth Commission facility. This report assumes that a comprehensive aftercare system does not begin at the point of a youth's release from an institution; aftercare begins once a youth is sentenced and committed to a facility. Therefore, this report offers an overview of the process a youth undergoes when he or she is committed to a state correctional institution and released back into society. The report primarily emphasizes those policies that assist a youth's transition from incarceration to reintegration into the community. Further emphasis is placed on the aftercare services and surveillance options made available to the youth once returned to the community. These services include, for example, educational opportunities; professional development for employment; continued health and mental health treatment; and alcohol and drug or substance abuse recuperation. Finally, the report compares those current policies and services to national best practices, makes recommendations to the proposed TYC Reentry and Reintegration Model, and suggests measures for evaluating the effectiveness of the model.
