Excerpt from Annual Report of the Motion Picture Commission, 1922 Under the law the Commission was required to issue permits without examination for such films as had been exhibited publicly in the State of New York prior to August 1, 1921. In accord ance with this provision, producers have applied for and received permits to January 1, 1922, for films. There were presented to the Commission for review prior to January 1, 1922, films, for which licenses have been granted. These films contained reels. In addition to these reels the Commission has frequently been required to examine reels in which eliminations have been made, which has added considerably to the number reviewed. Comparatively few of the films pre sented violate the standards fixed by the statute. The Commis sion has felt it its duty to condemn in their entirety five features presented and has made eliminations in many others. In accord ance with the provisions of the statute a number of appeals have been taken from the decisions of the Commission, in which cases the films were reviewed by the entire Commission.
