Army Techniques Publication (ATP) 3-57.10, Civil Affairs Support to Populace and Resources Control, establishes the techniques and procedures used by individuals, teams, and units of United States (U.S.) Army Civil Affairs (CA) forces, as well as planners of civil-military operations (CMO) at the strategic, operational, and tactical levels of war. The techniques and procedures prescribed in this manual are used when engaging other government agencies (OGAs), indigenous populations and institutions (IPI), intergovernmental organizations (IGOs), nongovernmental organizations (NGOs), and other military and nonmilitary entities in support of conventional and special operations (SO) missions. This manual elaborates on doctrine contained in Field Manual (FM) 3-57, Civil Affairs Operations. The principal audience for ATP 3-57.10 is the Army Civil Affairs force, officers, and noncommissioned officers who support joint and Army forces or serve on the staffs that support those commanders of operations at all levels of war. It is also an applicable reference for the interagency. As with all doctrinal manuals, ATP 3-57.10 is authoritative but not directive. It serves as a guide and does not preclude CA personnel or units from developing their own standard operating procedures (SOPs). The techniques and procedures presented in this manual should not limit CA forces from using their civilian-acquired skills, training, and experience to meet the challenges they face while conducting CA operations and providing support to CMO. This publication applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host-nation laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement. (See FM 27-10, The Law of Land Warfare.) ATP 3-57.10 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. For definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition. This publication is not the proponent for any Army terms. Unless this publication states otherwise, masculine nouns and pronouns do not refer exclusively to men. The proponent of this publication is the United States Army John F.
