Assessing The Impact Of Information Technology On Command And Control

This document presents approaches for assessing the impact of information technology on command & control. The determination of the contribution of command, control, communications, & intelligence (C3I) systems to the effectiveness of military missions has proven to be a complex problem, given the depth & breadth of military organizations and the wide range of their operations. The evaluation of C3I systems necessitates the application of a framework & a methodology to yield appropriate measures of merit. Since single measure or methodology exists that satisfactorily assesses the overall effectiveness of command & control systems, a multi-method, multi-phase approach is necessary. This report defines hierarchies of measures, presents example frameworks & structures for merit assessments, and discusses factors relevant to & affecting these assessments.
