Excerpt from Fire Control Notes, 1951, Vol. 12: A Periodical Devoted to the Technique of Forest Fire Control In order to separate the effects of risk and flammability (burning index), a method of rating the severity of fire seasons, reported in a previous article,2 is used. Briefly, the number of expected fires is calculated from the cumulated burning indexes as reported from the fire-danger stations, assuming for purposes of the calculation that an unchanging risk prevails. Then the expected and the actual number of fires are plotted for a number of years. To show this, data from all northeastern national forests and States, excepting Delaware (for which information is not available), are graphed in figure 1. It is evident that both the number of actual and expected fires took a sharp upswing in 1949. The trends are not exactly the same but the amount of divergence is small - 1949 ratio 1948 ratio For the region as a whole, the risk was almost the same in 1949 as it was in 1948, and it can therefore be concluded that the difference in the number of fires between the years was caused by weather conditions.
