Excerpt from First Biennial Report of the Florida State Marketing Bureau: July 1, 1917, February 28, 1919 I beg to submit for your consideration the first report of the State Marketing Bureau. Your kind attention is respectfully called to the statements of the Directors and Commissioner. There is abundant evidence of the need of the work of the Bureau. Agriculture is the great business of Florida, and whatever can aid it is important. The improvement in marketing methods cannot be brought about by immediate and revolutionary change, - any more than the tiger can change its stripes - but by patient ferreting out of weakness wherever found and applying the remedy the betterments can be made. This condition having become so manifest, State Marketing Bureaus have been created to help bring producers nearer to consumers by reducing some of the toll gates between them. There must always be middlemen, but so many of them exist today, until they have become an organized appetite to consume nearly one-half of the products of the large majority of producers.
