Gao Strategic Plan 2000 2005

This report is the U.S. General Accounting Office's (GAO) Strategic Plan, 2000-2005. As our first strategic plan for the 21st century; this document is a blueprint for how we will support Congress and the American people in the future. It also represents a vision for strengthening the performance and accountability of the federal government. Yet the plan does more: It describes how important dynamic themes are likely to influence Americans, the government, the country; and even the world in the coming years. Building on global changes that are impacting society on a variety of levels, our strategic plan develops a comprehensive and focused structure of long-term goals and objectives to support the Congress in its legislative, oversight, and investigative roles. We worked closely with the legislature's leadership, committee leadership, individual Members, and staff in the development of this strategic plan. Thus, this plan not only represents Congress's views about what it believes to be important and emerging issues, it also establishes a framework for seeing fundamental constitutional responsibilities in the context of challenges and changes in the coming years.
