Methodologies include a literature review, focus groups comprising recipients of Temporary Assistance for Needy Families (TANF), and key informant interviews with eight welfare reform experts. Finds that welfare reform clearly impacts nonprofit community-based human service organizations. Common concerns are lack of transportation, lack of child care, and lack of access to health care. Recommends that organizations examine the structure of their services and client access to those services and that organizations work collaboratively with one another and with local policy makers and businesses.
