Describes final evaluation of project establishing manpower development system to meet manpower needs and teach skills to unemployed, underemployed and student dropouts in Indonesia. Project assisted government to develop model Vocational Training Centre (BLK) at Surabaya, establish Regional Training Council, Occupational Standards and Skill Testing Unit, and Training and Learning Resources Centre. ILO Modules of Employable Skills (MES) adapted and utilised. Report criticises objectives as over-ambitious, unquantifiable and lacking in specificity which, coupled with economic turndown, caused unacceptable diversity in project aims. Also criticises incorrect key assumptions relating to inputs. Nevertheless, considers main achievements will serve as baseline for further assistance. RECOMMENDS: adaptation of standards and systems initiated at BLK to meet wider national needs; more selective approach to student participation in study abroad; improved coordination of training activities with government departments and agencies; and early resolution of problems caused by lack of a career structure for instructors which has jeopardised project's effectiveness.
