"This EIR/EIS has been developed to provide the public and responsible and trustee agencies reviewing NBWRP Phase 2 an analysis of the potential effects, both beneficial and adverse, on the local and regional environment associated with construction and operation of the elements of NBWRP Phase 2. The basic purpose of NBWRP Phase 2 is to provide recycled water for agricultural, urban, and environmental uses and to expand the recycled water region-wide. Implementation of NBWRP Phase 2 would include upgrades of treatment processes and construction of pipelines, pump stations, and storage to distribute recycled water for use in compliance with Article 4 in Title 22 of the California Code of Regulations, which sets water quality standards and treatment reliability criteria for recycled water."--Page ES-1, Volume 1.
