The keynote speech by Jon Turner (Washington U.) entitled "Technological Changes and Networking Research-- Speculations on the Future" may have set the tone for the seventh annual International Conference on Network Protocols (ICNP'99) held in Toronto from October 31 to November 3, 1999, but it is not included here.
