In general it can be stated now with confidence that the victory of Tariff Reform has been delayed by a popular distrust of the Unionist Party rather than by any abiding dislike of Mr. Chamberlain's policy, which by nature is congenial to British instincts. But in one respect Mr. Chamberlain was handicapped by circumstances which could not be ignored or evaded.
