It reviews the hijacking of the Achille Lauro cruise ship on October 3, 1985, and in light of that event, considers (1) the prospects that terrorist attacks at sea will become a regular form of international terrorism, (2) the need for improved security measures at ports and aboard ships; and (3) the feasibility of designing and implementing an intelligence-sharing network for the maritime community."--Rand abstracts.
