The United States Army Medical Research and Development Command (USAMRDC) manages a comprehensive research program designed to provide solutions to military medical problems and maintain or restore the health of soldiers. In addition to resources under its immediate command, characterized in part by the Army Institute of Surgical Research that hosts this conference, the USAMRDC also utilizes extramural research contracts to help implement its research plans and assist in attaining its goals. Since the majority of participants in this conference are directly involved in biomedical research activities, and frequently must search for funds to support their endeavors, it may be mutually beneficial to describe briefly several features of this extramural research support process. That portion of the Command's program most confluent with the issues addressed by this conference is called Research Area II and concerns problems involved with care of combat casualties. Consequently, my remarks are keyed to this aspect of USAMRDC research efforts and are intended to offer prospective applicants insight into various factors that bear on the processes involved with the award of extramural research contracts.
