The present study describes the origins of the concept of temporary protection and its development in recent State practice. It looks at the principle of non-refoulement and other provisions in international refugee and human rights law which are relevant for temporary protection regimes. The paper explores the different aspects relevant for the conceptualisation of temporary protection, including the beneficiaries, the appropriate situations for the application of the concept, the treatment of temporarily protected persons and the principle of return and safety and dignity.
