The Los Angeles Police Department projects that the crime problem will grow in its jurisdiction in coming years while fiscal resources will decline. To deal with this problem, the police department was instrumental in establishing the Crime Prevention Advisory Council, a nonprofit, tax exempt organization that operates as an affiliate of the police department. The council is composed of diverse professional persons with expertise required to meet the council's goals: attorneys to handle legal matters, advertising executives to promote council activities, market analysts to determine funding areas, and entertainment personalities to conduct fund raising benefits. A police department staff officer is the liaison between the council and the department. This report describes program goals and the strategic planning and management process used to implement the program. Organizational and programmatic features which contribute to program effectiveness are also discussed. The council's potential, achievement, and support level are examined.
