The growth in wireless communication systems implies the exchange of large amounts of heterogeneous information using limited radio resources. Adaptive transmission power and rate control are two key aspects in optimum radio resource sharing with the potential to enhance performance. Adaptive algorithms are vital features of radio resource management in 4th generation (4G) communication systems and succeeding technologies as well as non-cellular systems. In this thesis novel adaptive scheduling and resource allocation techniques are developed in the context of Orthogonal Frequency Division Multiple Access (OFDMA). In this development transmitter and Quality of Service (QoS) constraints are imposed so as to maintain communication cost effectiveness and quality. -- This thesis makes several contributions. First, in the proposed scheduling and resource allocation method, system throughput, QoS constraints, and scheduling fairness are jointly integrated into a framework. This framework dynamically performs radio resource-allocation for multiple users, and effectively chooses optimal system parameters such as power and modulation rate to adapt to the varying channel quality of each resource block. In such systems, frequency-time resources are dynamically shared between users to enhance overall spectral efficiency. -- Second, the problem of maximizing the sum rate of two interfering users, while limiting the received interference at each user, in an OFDMA-based system operating in downlink is considered. In a cooperative two cell scenario, for each particular user (located in the edge of cooperative cell and within area common with neighboring cell), it is possible to incorporate the dominant interference effects of the neighboring cells within the received noise level.
