The purpose of the study was to provide the Office of Economic Opportunity with an evaluation of four rural housing programs: Rural Development Corporation (RDC) in California; the rural component of the Low-Income Housing Development Corporation (LIHDC) in North Carolina; VISHA, operating in Florida and Alabama; and Rural Housing Improvement (RHI) in north central Massachusetts. The specific objectives of the evaluation were to assess the performance of each of these programs in terms of: (1) the organization of the programs, (2) the relationships with other groups and agencies, (3) outputs of the programs, and (4) clientele of the programs.
