The Homeowner Residential Rehabilitation Assistance Program - Standards for Rehabilitation (Homeowner RRAP Standards) identifies the type and extent of work that is eligible for funding under the Homeowner RRAP. To be eligible for Homeowner RRAP, the project must be deficient and require major repair, or lack basic facilities, in one of the following categories: 1. Structural soundness; 2. Electrical system; 3. Plumbing system; 4. Heating system; 5. Fire safety. Mandatory repairs are those required for a minimum level of health and safety for residents and to permit an extended useful life for the building. RRAP funding will be granted only if all mandatory health and safety repairs are undertaken. Other repairs not directly related to health or safety which may improve the basic liveability of the unit can only be financed with a repayable RRAP loan and not the forgiveness portion of the loan. Since basic and standard home maintenance items are not major repairs they are not eligible for RRAP funding.
