Graham highlights the harsh irrationalities built into the Soviet system—the world’s most inefficient steel mill in Magnitogorsk, the gigantic and ill-conceived hydroelectric plant on the Dnieper River, the infamously cruel and mislocated construction of the White Sea Canal.
